This is a bugfix release only, using the build from <a href="https://github.com/integritee-network/parachain/releases/tag/1.13.2">Release 1.13.2</a>
While preparing the launch of our new TEERdays feature, we detected a vulnerability which would allow TEERday bonders to have less TEER locked than their bond. This would mean that they accumulate more TEERdays over time than they should.

Schedule the currently externally-proposed majority-carries referendum to be tabled
immediately. If there is no externally-proposed referendum currently, or if there is one
but it is not a majority-carries referendum then it fails.

The dispatch of this call must be `FastTrackOrigin`.

- `proposal_hash`: The hash of the current external proposal.
- `voting_period`: The period that is allowed for voting on this proposal. Increased to
	Must be always greater than zero.
	For `FastTrackOrigin` must be equal or greater than `FastTrackVotingPeriod`.
- `delay`: The number of block after voting has ended in approval and this should be
  enacted. This doesn't have a minimum amount.

Emits `Started`.

Weight: `O(1)`

Authorize an upgrade to a given `code_hash` for the runtime. The runtime can be supplied
later.

The `check_version` parameter sets a boolean flag for whether or not the runtime's spec
version and name should be verified on upgrade. Since the authorization only has a hash,
it cannot actually perform the verification.

This call requires Root origin.

- Problem Statement: Vulnerability detected in TEERdays feature allowing bonders to have less TEER locked than their bond.

- Proposed Solution: Bugfix release using the build from Release 1.13.2.
