Our previous [referendum 30](https://integritee.polkassembly.io/referendum/30) was scheduled too tightly with Basilisk and unfortunately enacted before theirs, which made the XCM call fail on Kusama relaychain. Therefore, we propose exactly the same preimage again and as TC to fast-track based on the unanimous turnout we saw last time

This is the third step and last on the way to an HRMP channel with Basilsik.
