The default XCM version is 2 in the Integritee Parachain, and there hasn't been set an explicit XCM version for the relay chain destination, which lead to a `DestinationUnsupported` error when sending the slot swap request UMP of https://integritee.polkassembly.io/referendum/17. This proposal aims to set the XCM version to 3 when the relay chain is the destination. This call has been tested on Rococo, and it successfully resolved the issue.

Schedule the currently externally-proposed majority-carries referendum to be tabled
immediately. If there is no externally-proposed referendum currently, or if there is one
but it is not a majority-carries referendum then it fails.

The dispatch of this call must be `FastTrackOrigin`.

- `proposal_hash`: The hash of the current external proposal.
- `voting_period`: The period that is allowed for voting on this proposal. Increased to
	Must be always greater than zero.
	For `FastTrackOrigin` must be equal or greater than `FastTrackVotingPeriod`.
- `delay`: The number of block after voting has ended in approval and this should be
  enacted. This doesn't have a minimum amount.

Emits `Started`.

Weight: `O(1)`

Extoll that a particular destination can be communicated with through a particular
version of XCM.

- `origin`: Must be an origin specified by AdminOrigin.
- `location`: The destination that is being described.
- `xcm_version`: The latest version of XCM that `location` supports.

- The Integritee Parachain has a default XCM version of 2.
- There was an error when trying to send a slot swap request to the relay chain destination.
- This proposal suggests setting the XCM version to 3 for the relay chain destination.
- The proposal has been tested on Rococo and it fixed the issue.
