We propose to top up the collator bounty #0. The metrics for Q2 2025 have been gathered and we'll need an additional 7kTEER to pay out all child bounties for Q2 plus what we need by the end of Q3. We suggest to add 40kTEER

Schedule a majority-carries referendum to be tabled next once it is legal to schedule
an external referendum.

The dispatch of this call must be `ExternalMajorityOrigin`.
