As explained in https://integritee.polkassembly.io/motion/21, the slot swap failed in https://integritee.polkassembly.io/referendum/17 because there wasn't set an explicit XCM version for the relay chain. Motion #21 fixes this, and then we can send the slot swap UMP again.
