This motion aims to finalize the slot swap, and respond to the already issued request of the parachain 2267. 

Hence, upon successful execution of the XCM message on the relay chain, the Integritee parachain will immediately switch the slot lease information.

Schedule a majority-carries referendum to be tabled next once it is legal to schedule
an external referendum.

The dispatch of this call must be `ExternalMajorityOrigin`.

- `proposal_hash`: The preimage hash of the proposal.

Unlike `external_propose`, blacklisting has no effect on this and it may replace a
pre-scheduled `external_propose` call.

Weight: `O(1)`

Send swap instruction to the relay chain to swap the slot lease of our two parachains.
This needs to be done from within a pallet as the `XCM` origin must be the parachain
itself.

This function should really only be called once via governance, on each chain that
performs the slot swap.
